I think you're misinterpreting the idea of what Goddy said in the highlighted thread.
A lot of users use fake categories that aren't on the [[Category List]], or users create new categories without an administrator's permission. We don't intend on restricting any user to add categories to pages (it's useful, like you said), but it is annoying when a user adds fake categories/creates new categories without our permission.
After a day when the category is used, and stays on this wiki for a day, it becomes noticeable to other users. It appears like a regular category. And the administration doesn't really want that to notice a fake category late, and there's a load-some in that fake category.
