Wretched

He was the mayor of the city. A cruel man, he constantly raised taxes on the poor, and was secretly the area's leader of the black market. He did not care for the feelings of others, and was selfish. A war was going on, and so he had private agents steal half of the civilians' rations sent to the town. It was a wonder to the town as to how he was so fat, but there were people who knew why, including you.
